CIr. 341 . 1930 . traveling expenses ; for telephone rentals, and for telegraphing, tele- phoning, and cabling reports and messages, rates to be fixed by the Secretary of Agriculture by agreement with the companies perform- ing the service ; for the maintenance and repair of Weather Bureau telegraph, telephone, and cable lines ; and for every other expenditure req uired fo r the est ablishme nt, equi pment, a nd mainte nance of mete- orological office s and stations and for the issuing of weather forecasts and warnings of storms, cold waves, frosts, and heavy snows, the gauging and measuring of the flow of rivers and the issuing of river forecasts and warnings ; for observations and reports relating to crops, and for other necessary observations and reports, including cooperation with other bureaus of the Government and societies and institutions of l earning for the dissemination of m eteorological infor- mat ion, as follows For necessary expenses for general administrative purposes, includ- ing the salary of chief of bureau and other personal services in the Dis trict of Columbia , $136,0 00 . For necessary expenses incident to collecting and disseminating met eorologi cal, clim atologic al, and marine information, and for investigations in meteorology, climatology, seismology, evaporation, and aerolog y in the District of Colu mbia and elsewher e, $2,51 2,200, together with $15,000 of the unexpended balances of the appropria- tions for these purposes for the fiscal year 1929, of which not to exceed $800 may be expended for the contribution of the United States to the cost of the office of the secretariat of the International Meteorological Committee, and not to exceed $10,000 may be expended for the maintenance of a printing office in the city of Wash- ington for the printing of weather maps, bulletins, circulars, forms, and other publications : Provided, That no printing shall be done by the Weather Bureau that can be done at the Government Printing Office without impairing the service of said bureau : Provided fur- ther, That the amount authorized by the Agricultural Appropriation Act for the fiscal y ear 1930 to be e xpended for the c ontribut ion of the United States to the cost of the office of secr etariat of the Inter- national Meteorological Committee is hereby increased to $800. For investigations, observations and reports, forecasts, warnings, and advices for the protection of horticultural interests, $50,400 . For the maintenance of stations, for observing, measuring, and investigating atmospheric phenomena, including salaries and other expenses, in the city of Washington and elsewhere, $1 ,400,000 . Total, Weather Bureau, $4,098,600, of which amount not to exceed $516,040 may be expended for personal services in the District of Columbia . BUREAU OF ANIMAL INDUSTRY SALARIES AND GENER AL EXPENSES For carrying out the provisions of the Act approved May 29, 1884 (U . S . C ., title 7, sec . 391 ; title 21, sees . 112-119, 130), establish- ing a Bureau of Animal Industry, and the provisions of the Act approved March 3, 1891 (U . S . C ., title 45, sees. 75, 76), providing for the safe transport and humane treatment of export cattle from the United States to foreign countries, and for other purposes ; the Act approved August 30, 1890 (U . S . C ., title 21, sees. 101-105), pro- viding for the importation of animals into the United States, and for other purposes ; and the provisions of the Act approved Febru- ary 2, 1903 (U . S .
