April 22, 1932 . Making appropriations for the Department of the Interior for the fiscal year [H . R . 8397.1 ending June 30, 193 3, and for o ther purposes .
[Public, No . 95 .] Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not other- wise appropriated, for the Department of the Interior for the fiscal year ending June 30, 1933, namely : OFFICE OF THE SECRETARY SALA RIES Interior Department appropriations, fiscal year 1933 . Secretary the average of the salaries of the total number of persons v .S.C.,p.65; Supp. under any grade in any bureau, office, or other appropriation unit shall not at any time exceed the average of the compensation rates specified for the grade by such Act, as amended : Provided, That this restriction shal l not apply (1) t o grades 1, 2, 3, and 4 of the clerical- mechanical service, or (2) to require the reduction in salary of any person whose compen sation was f ixed, as of J uly 1, 1924, in accordt- ance with the rules of section 6 of such Act, (3) to require the reduc- tion in salary of any person who is transferred from one position to another position in the same or different grade in the same or a different bureau, office, or other appropriation unit, (4) to pre ve nt the pa yment of a s alary under any gr ade at a rate highe r than the maximum rate of the grade when such higher rate is permitted by the Classification Act of 1923, as amended, and is specifically author- ized by other law, or (5) to reduce the compensation of any person in a grade in which only one position is allocated . CONTING ENT EXPENSES , DEPARTMENT OF THE INTER IOR For contingent expenses of the office of the Secretary and the bureaus and offices of the department ; furniture, carpets, ice, lumber, hardware, dry goods, advertising, telegraphing, telephone service, including personal services of temporary or emergency telephone operators ; street-car fares for use of messengers not exceeding $150 ; expressage, diagrams ? awnings, filing devices, typewriters, adding and a ddress ing ma chines and o ther l abor-sa ving d evices , incl uding the r epair, excha nge, a nd mai ntenan ce ther eof ; con struct ing mo del and other cases and furniture ; postage stamps to prepay postage on foreign mail and for special-delivery and air mail stamps for use in the United States ; traveling expenses, including necessary expenses of inspectors' fuel and light ; examination of estimates for appro- priations in the field for any bureau, office, or service of the depart- ment ; not exceeding $500 shall be available for the payment of damages caused to private property by department motor vehicles ; purchase and exchange of motor trucks, . motor cycles, and bicycles, Restriction not ap- plicable to clerical-me- chanica l servi ce, No reduction in fixed salary .
