AIR Coups AIR CORPS, ARMY For creating, maintaining, and ope rat ing at established flying schools and balloon schools courses of inst ruction for offi cers, stu- dents, and enlisted men, including cost of equipment and supplies nec esss ary for in stru ctio n, purc hase of too ls, equipment, materials machines, textbooks, books of reference, scientific and professional papers, instruments, and materials for theoretical and practical in- struction ; for maintenance, repair, storage and operation of air- ships, war balloons, and other aerial machines, including instru- meir's, materials, gas plants, hangars, and repair shops, and appli- ances of ev ery sort and des cription necessa ry for the opera tion, con- struction, or equipment of all types of aircraft, and all necessary spare parts and equipment connected therewith and the establish- ment of landing and take-off runways ; * for purchase of supplies for securing, developing, printing, and reproducing photographs in con- nection with aerial photography ; improvement, equipment, mainte- nance, and operation of plants for testing and experimental work, and procuring and introducing water, electric light and power, gas, and sew erage, i ncluding mainten ance, op eration, and rep air of s uch utilities at such plants ; for th e procur ement of helium g as ; sala ries and wages of civilian employees as may be necessary, and not to exceed $131,315 for payment of their traveling and other necessary expenses as authorized by existing law ; transportation of materials in connec- tion with consolidation of Air Corps activities ; experimental investi- gation and purchase and development of new types of aircraft, acces- sories thereto, and aviation engines, including plans, drawings, and specifications thereof, and the purchase of letters patent, application for letters pa tent, licenses u nder letters pat ent and applicat ions for letters patent ; for the purchase, manufacture, and construction of air- ships, balloons, and other aerial machines, including instruments, gas plants, and appliances of every sort and description necessary for the operation, construction, or equipment of all types of aircraft, and all necessary spare . parts and equipment connected therewith ; for the marking of military airways were the purchase of land is not in- volved ; for the purchase, manufacture, and issue of special clothing, wearing apparel, and similar equipment for aviation purposes ; for all necessary expenses connected with the sale or disposal of surplus or obsolete aeronautical equipment, and the rental of buildings, and other facilities for the handling or storage of such equipment ; for the service s of not more th an four consulti ng enine ers at e xperimen tal stations of the Air Corps as the Secretary of- War may dee m neces- sary, at rates of pay to be fixed by him not to exceed $50 a day for not exceeding fifty days each and necessary traveling expenses ; pur- chase of spe' ial apparatus and appliances, repairs and replacements of same used in connection with special scientific medical research in the Air Corps ; for maintenance and operation of such Air Corps printing plants outside of the District of Columbia as may be author- ized in accordan ce with law ; for publications, station libraries spe- cial furniture, supplies and equipment for offices, shops, and labora- tories ; for special services, including the salvaging of wrecked air- craft , $25 ,439, 131 : Provided, That not to exceed $58,401 from this appro priat ion ma y be expen ded fo r pay and expens es of civi lian employees other than those employed in experimental and research work ; not exceeding $9,000 may be expended for the procurement of helium from the Bureau of Mines, of which sum such amounts as may be required may be transferred in advance to that bureau ;
