For continuing construction of permanent buildings, including sewers, water mains, roads, and other necessary utilities, and for equipment for new buildings, $42,800, together with a further sum of not exceeding $54,000 of the unexpended balance of the appropria- tion for maintenance, care, and support of inmates, and so forth, workhouse and reformatory, District of Columbia, contained in the District of Columbia Appropriation Act for the fiscal year 1932 . For repairs to buildings and grounds, and maintenance of utilities, marine and r ailroa d tran sporta tion f aciliti es, an d mech anical equip - ment not used in industrial enterprises, $22,000 . To provide a working capital fund for such industrial enterprises as may be approved by the Commissioners of the District of Colum- bia, $35,000 : Pr ovide d, That the v ariou s de partm ents and insti tu- tions of the District of Columbia and the Federal Government may purcha se, at fair market price s, as determi ned by the C ommiss ioners , such surplus products and services as meet their requirements ; receipts from the sale of products and services shall be deposited to the credit of said working capital fund, and said fund, including all receip ts cre dited theret o, sha ll be used as a rev olving fund for th e fiscal year 1934 for the purchase and repair of machinery, tools, and equi pment , pur chase of raw m ateri als and m anufa ctur ing s uppli es, purchase, maintenance, and operation of nonpassenger-carrying vehi- cles, purchase and maintenance of horses, and purchase of fuel for manufacturing purposes ; for freight, personal services, and all other necess ary ex penses ; and for t he pay ment t o inma tes or their depend - ents of suc h pe cuni ary earn ing s as the Com miss ion ers may deem proper . The disbursing officer of the District of Columbia is authorized to advance to the general superintendent of penal institutions, upon requisitions previously approved by the auditor of the District of Columbia, and upon such security as the Commissioners may require of said superintendent, sums of money not exceeding $200 at one time, to be used only for expenses in returning escaped prisoners, payable from the maintenance appropriations for the workhouse and reformatory, all such expenditures to be accounted for to the account- ing officers of the District of Columbia within one month on itemized vouch ers p roper ly a pprov ed . NATIONAL TRAINING SCHOOL FOR BO YS For care and maintenance of boys committed to the National Training School for Boys by the courts of the District of Columbia under a contract to be made by the Board of Public Welfare with the authorities of said National Training School for Boys, $27,000 . NATIONAL TRAINING SCHOOL FOR GIRLS Salaries : For personal services, $27,500 . For groceries, provisions, light, fuel, soap, oil, lamps, candles, clothing, shoes, forage, horseshoeing, medicines, medical attendance, transportation, labor, sewing machines, fixtures, books, magazines, and other supplies which represent greater educational advantages ; stationer y, horses 2 vehicl es, harne ss, cows, pigs, fo wls, shed s, fences , repairs, typewriting, stenography, and other necessary items, and including compensation not exceeding $1,500 for additional labor or services ; for identifying and pursuing escaped inmates and for rewards for their capture, for transportation and other necessary expenses incident to securing suitable homes for paroled or discharged girls, and for maintenance of nonpassenger-carrying motor vehicles. $31,000 .
