I NCREAS E OF THE NAV Y Construction and machinery : On account of hulls and outfits of vessels and machinery of vessels heretofore authorized, including the commencement of one cr uis er of subcategory (a) and three cruisers of subcategory (b ), authorized by the Act approved Feb- ruary 13, 1929 (45 Stat . 1165), $27,342,000, and, in addition, (1) the Secretary of the Treasury is authorized and directed, upon the request of the Secretary of the Navy, to make transfers during the fiscal year 1935 from the naval supply account fund to this appro- priation of sums aggregating not to exceed $5,000,000, and (2) there is hereby reappropriated for the objects embraced by this paragraph (a) $1,450,000 of the appropriation "Public Works, Navy, Emer- gency Construction, Act July 21, 1932 ", contained in the Act entitled "An Act to re liev e de stit utio n, to br oade n the l endi ng powers of the Reco nstru ction Finan ce Cor porat ion, and to create employ- ment by p rovi ding for and exp edit ing a pu bli c-wo rks prog ram" , approved July 31, 1932, and (b) $550,000 of the unexpended balances of the amounts heretofore appropriated under the head of " Public Work s, Bur eau of Yar ds and Do cks ", and the total sums hereby made available shall remain available until expended : Provided, the sum to be paid out of the a mount avail able for e xpendi ture under the head of " Construction and Machinery " for the fis cal year 1935 for employees in the field service assigned to group IV (b) and those perfo rming simil ar se rvices carr ied u nder native and alien sched ules in the Sche dule of Wage s for Ci vil Emp loye es in the Field Service of the Navy Department shall not exceed $465,000 : Provid ed, That of th e appr opria tions conta ined in this Act unde r the head of " Increase of the Navy ", there shall be available such sums as the Secretary of the Navy may from time to time determine to be necessary for the engagement of technical services, including the purchase of plans, and the employment of personnel in the Navy Department and in the field, in addition to those otherwise provided for, owing to the construction of vessels heretofore authorized and herein o r hereto fore app ropriate d for in part . Armor, armament, and ammunition : Toward the armor, arma- ment, and ammunition for vessels heretofore authorized, $6,277 .334, to remain available until expended : Pro vided , That the sum to be paid out of the amount available for expenditure under this head for the fiscal year 1935 for employees in the field service assigned to group IV (b) and those perf orming simi lar s ervic es car ried under nativ e and al ien sche dule s in the Sch edul e of Wa ges for Civi l Employees in the Field Service of the Navy Department shall not exceed $175 .000 . That in the expenditure of appropriations in this Act the Secre- tary of the Navy shall, unless in his discretion the interest of the Govern ment will not pe rmit, purch ase o r con tract for, withi n the limits of the United States, only articles of the growth, production, or manufacture of the United States, notwithstanding that such articl es of the growth , pro ductio n, or manu factu re of the U nited States may cost more, if such excess of cost be not unreasonable .
