For carrying out the provisions of th e Act approved March 3, 1927 (U .S .C ., Supp . VI, title 15, sets. 197-197f), to establish in the Bureau of Foreign and Domestic Commerce of the Department of Commerce a Foreign Commerce Service of the United States, includ- ing personal services in the District of Columbia and elsewhere the compensation of a clerk or clerks for each commercial attache at the rate of not to exceed $3,000 per annum for each person so employed, rent outside the District of Columbia, telephone service, purchase of furniture and equipment, stationery and supplies, type- writing, adding, duplicating, and computing machines, accessories and repairs, law books, books of reference and periodicals, uniforms, maps, reports, documents, plans, specifications, manuscripts, news- papers (foreign and domestic, not exceeding $4,000), and all other publications, travelin g expenses of officers and employees, ice and drinking water for office purposes, and all other incidental expenses not in cluded in th e fore going, to be expend ed und er the direc tion o f the Secre tary of Co mmer ce, a nd un der the f ollow ing heads Promoting commerce in Europe and other areas : Investigations in Europe and other areas for the promotion and development of the foreign commerce of the United States, $309,800; Promoting commerce in Latin America : Investi gations in Latin Amer ica for the pro moti on a nd deve lopm ent of t he fore ign com- merce of the Unite d Stat es, $1 28,500; Promoting commerce in the Far East : Investigations in the Far East for the promotion and development of the foreign commerce of the United States, $81,740; Promoting commerce in Africa : Investigations in Africa for the promotion and development of the foreign commerce of the United States, $26,970; District and cooperative office service : For all expenses necessary to operate and maintain district and cooperative offices, including personal services, rent outside of the District of Columbia, traveling expense s of o fficer s and employ ees, p urchase of fu rnitur e and equip- ment, stationery and supplies, typewriting, adding, and computing machine s, acc essori es and repai rs, pu rchase of map s, boo ks of refer- ence and periodicals, reports, documents, plans, specifications, manu- scripts, not exceeding $1,200 for newspapers, both foreign and domes- tic, and all other publications necessary for the promotion of the commercial interests of the United States, and all other incidental expenses not included in the foregoing, $280,217 : Provided, That the Secretary of Commerce shall require as a condition for the opening of a new office or the continuation of an existing office, except in cases where space is available in Federal buildings or in Federal buildings for the construction of which contracts have been let, that commercial organizations in the district affected provide suitable quarters without cost to the Government on and after September 1, 1932;
