GENER AL E XPEN SES EX ECUT IVE OFFI CE For personal services, $42,714, plus so much as may be necessary to compensate the Engineer Commissioner at such rate in grade 8 of the pr ofessiona l and sci entific s ervice of the Clas sificatio n Act of 1923, as amended, as may be determined by the Board of Commis- sioners : Provided, That in expending appropriations or portions of appro priat ions cont ained in t his Act f or th e pay ment of p erson al services in accordance with the the :' Classification Act of 1923, as amended, with the exception of the two civilian Commissioners the average of the salaries of the total number of persons under any grade in any bureau, office, or other appropriation unit shall not at any time exceed the average of the compensation rates specified for the grade by such Act, as amended : Provided, That this restric- tion shall not apply (1) to grades 1, 2, 3, and 4 of the clerical- mechanical service ; (2) to require the reduction in salary of any person whose compen sation was f ixed, as of J uly 1, 1924, in ac cord- ance with the rules of section 6 of such Act ; (3) to require the reduction in salary of any person who is transferred from one position to another position in the same or different grade in the same or a different bureau, office, or other appropriation unit ; (4) to prevent the payment of a salary under any grade at a rate higher than the maximum rate of the grade when such higher rate is per- mitted by the Classification Act of 1923, as amended, and is specifi- cally auth orize d by othe r law , or (5) to re duce the compe nsati on of any person in a grade in which only one position is allocated . Plumbing inspection division : For personal services, $31,851 ; two members of plumbing board at $135 each ; in all, $32,121 .
