SEC . 2 . Section 5202 of the Revised Statutes, as ame nded, is amended by adding at the end thereof the following new paragraph "Ninth . Liabilities incurred on account of loans made with the express approval of the Comptroller of the Currency under para- graph (9) of section 5200 of the Revised Statutes, as amended ."
