I have the honor to communicate to Your Excellency the text of the cal recognition of certlf\· b hU'dS f Am' dBI. cates of airworthiness arrangement etween t e rote tates 0 enca an e glUm, for imported aircraft. providing for the acceptance by the one country of certificates of airworthiness of aircraft imported from the other country as mer- chandise, as understood by me to have been agreed to in the negotia- tions which have just been concluded between our two Governments as follows: AN ARRANGEMENT BETWEEN BELGIUM AND THE UNITED STATES OF AMERICA CONCERNING THE ACCEPTANCE BY ONE OF IrHE PARTIES OF CERTIFICATES OF AIRWORTHINESS FOR AIRCRAFT iMPORTED AS MERCHANDISE FROM THE TERRITORY OF THE OTHER PARTY. 1. The present arrangement applies to civil aircraft constructed in continental United States of America, exclusive of Alaska, and ex- ported to Belgium; and to civil aircraft constructed in Belgium and exported to continental United States of America, exclusive of Alaska. 2. On condition that the agreement be reciprocal, certificates of airworthiness issued by the competent authorities of the Government of the United States in respect of aircraft subsequently registered in Belgium, shall have the same validity as if these certificates had been issued in accordance with the regulations in force on the subj~ct in Belgium. However, the validity of a certificate issued in the United States shall in every case be subject to the issuance by the authorities of the Government of the United States of a special airworthiness certificate for exportation. 3. This arrangement shall apply to civil aircraft of all categories, including those used for public transportation or for private purposes. 4. Each of the Contracting Parties may terminate the present arrangement by giving to the other sixty days notice.
