Adv anc es in unusu- allre meritorious cases . amended : Provided, That in expending appropriations or portions of appropriatio ns, contained i n this Act, for the payment f or per- sonal ser vice s in the Dis tric t of Col umbi a in acc orda nce with the Classification Act of 1923, as amended, with the exception of the four Assistant Secretaries of State and the legal adviser of the Department of State, the Assistant to the Attorney General, the Assi stan t So lici tor Gene ral, and six Ass ista nt A ttor neys Gen eral , the Assistant S ecretaries of C ommerce, the As sistant Secret ary and the Second Assistant Secretary of Labor, the average of the salaries of the total number of persons under any grade in any bureau, office, or other appropriation unit shall not at any time exceed the average of the compensation rates specified for the grade by such Act, as amended, and in grades in which only one position is all ocated the salary of such position shall not exceed the average of the compen- sation rates for the grade, except that in unusually meritorious cases of one position in a grade advances may be made to rates higher than the average of the compensation rates of the grade but not more often than once in any fiscal year and then only to the next Restriction not RD- hi her rate : Provided That this restriction shall not apply 1to plicable to clerical-me-

For continge nt and miscell aneous expenses , including sta tionery, furniture, fixtures ; typewriters, adding machines, and other labor- saving devices, including their exchange, not exceeding $9,000 ; repairs and materials for repairs ; purchase and exchange of books, maps, and periodicals, domestic and foreign, and when authorized by the Secretary of State for dues for library membership in societies or associations which issue publications to members only or at a price to members lower than to subscribers who are not members, not exceeding $8,000 ; newspapers not exceeding $1,500 ; not to exceed $1,000 for teletype rentals and tolls ; not to exceed $450 (including the value of an y vehicle excha nged therefor) for the purcha se of a motorcycle ; maintenance, repair, and storage of motor-propelled ve hicles , to 'b e used only for of ficial purpos es (on e for the Se cretary of State and two for dispatching mail, and one motorcycle for the general use of the Department) ; automobile ma il wagons, incl uding storage, repair, and exchange of same ; street-car fare not exceeding $100 ; traveling expenses ; refund of fees erroneously charged and paid for the issue of passports to persons who are exempted from the payment of such fee by section 1 of the Act making appropria- tions for the Dip loma tic and Cons ular Ser vice for the fis cal year ending June 30, 1921, approved June 4, 1920 (U.
