1403 to active duty, inclu ding a ctive duty u ndergo ing tr aining ; p ay of Drills . officers and enlisted men of the Fleet Naval Reserve for the perform- ance of not to exceed forty-eight drills per annum or other equivalent instruction or duty, or appropriate duties, and administrative duties, exclusive, however, of pay, allowances, or other expenses on account Flight training . of members of any class of the Naval Reserve incident to their being giv en fli ght tr aining unles s, as a cond ition preced ent, t hey sh all ha ve been found by such agency as the Secretary of the Navy may desig- nate physically and psychologically qualified to serve as pilots of naval aircraft, $7,868,469, of which amount not more than $150,000 etc rmories, wharfage, shall be available for maintenance and rental of armories, including pay of necessary janitors, and for wharfage ; not more than $81,000 pl areep IV (b) em- shall be available for employees assigned to group IV (b) and those performing similar services carried under native and alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department ; not less than $3,125,471 shall be available aviation material, , hangars, etc . in addition to other appropriations, for aviation material, equip- ment, fuel, and rental of hangars, and not more than $397,914 shall be available, in addition to other appropriations, for fuel and the transportation thereof, and for all other expenses in connection with the maint enance , oper ation, repai r, and upkee p of v essels assig ned for training the Naval Reserve, and of such total sum $5,334,303 shall be available exclusively for and on account of Naval and Marine Corps Reserve aviation : Provided, That no appropriation contained Reolroa' officers per in this Act shall be available to pay more than nineteen officers of forming active dutre, the N aval R eserve and o ne off icer o f the Marine Corps Reser ve abo ve res tricti on . the grade of lieutenant or captain, respectively, the pay and allow- ances of their grade for the performance of active duty other than the performance of drills or other equivalent instruction or duty, or a p p r o p r i a t e d u t i e s a n d t h e p e r f o r m a n c e o f f i f t e e n d a y s ' a c t i v e t r a i n - L i m i t a t i o n g ing duty, and other officers above such grades employed on such class of active duty (not to exceed four months in any calendar year) shall not be entitled to be paid a greater rate of pay and allowances than authorized by law for a lieutenant of the Navy or a captain of the Marine Corps entitled to not exceeding ten years' longevity pay : Pro- restrictio P ay , a"awances ' etc., ns. vided further, That no appropriation made in this Act shall be avail- able for pa y, all owance s, or travel ing or other expen ses of any o fficer or enlisted man of the Naval or Marine Corps Reserve who may be drawing a pension, disability allowance, disability compensation, or retir ed pay from the G overnm ent of the U nited States ; and "re tir ed pay" as here used shall not include the pay of transferred members of such reserve forces.
