Upon the conclusion of said hearing the Commission may affirm, modify, or revoke said order of suspension ." SEC . 6. (a) Subsection (n) of section 303 of the Communications Act of 1934 is hereby amended to read as follows (n) Have author ity to inspe ct all radio instal lation s asso ciated with stations required to be licensed by any Act or which are subject to the provisions of any Act, treaty, or convention binding on the United States, to ascertain whether in construction, installation, and operation they conform to the requirements of the rules and regula- tions o f the Commis sion, the pr ovisio ns of a ny Act , the terms of any treaty or convention binding on the United States, and the conditions of the licens e or o ther i nstrum ent of author izatio n unde r whic h they are constructed, installed, or operated ." (b) Section 303 of the Communications Act of 1934 is hereby fur- ther amended by adding at the end thereof a new subsection to read as foll ows "(r) Make such rules and regulations and prescribe such restric- tions a nd con dition s, not incon sisten t with law, a s may be nec essary to carry out the provisions of this Act, or any international radio or wire communications treaty or convention, or regulations annexed thereto , incl uding any tr eaty o r conv ention insofa r as i t rela tes to the use of radio, to which the United States is or may hereafter become a part ." SEC. 7. Section 321 (a) of the Communications Act of 1934 is hereby amended to read as follows "SEC. 321. (a) The transmitting set in a radio station on shipboard may be adjusted i n such a manner as t o produce a maximum of radiat ion, i rrespe ctive of the amoun t of in terfer ence w hich m ay thu s be caused, when such station is sending radio communications or signal s of d istres s and radio commun ication s rela ting t hereto ." SEC . 8 . Section 322 of the Communications Act of 1934 is hereby amended to read as follows "SEC . 322 . Every land station open to general public service between the coast and vess els or ai rcraft a t sea sha ll, withi n the sco pe of its normal operations, be bound to exchange radio communications or signals with any ship or aircraft station at sea ; and each station on shipboard or aircraft at sea shall, within the scope of its normal oper ation s, be boun d to exch ange radi o com munic atio ns or sign als with any other station on shipboard or aircraft at sea or with any land station open to general public service between the coast and vessels or aircraft at sea : Provided, That such exchange of radio communication shall be without distinction as to radio systems or instruments adopted by each station ." SEC . 9 . Section 329 of the Communications Act of 1934 is hereby amen ded to re ad as fol lows "SEC . 329 . The Commission is authorized to designate any officer or employee of any other department of the Government on duty in any Territory or possession of the United States to render therein such service in connection with the administration of this Act as the Commission may prescribe and also to designate any officer or employee of any other department of the Government to render such services at any place within the United States in connection with the administration of title III of this Act as may be necessary : Provided, That such designation shall be approved by the head of the depart- ment in which such person is employed ." 48 Stat. 1082 . 191 Inspection of instal . lations .
