For folding speeches and pamphlets at a rate not exceeding $1 per thousa nd, fiscal year 1937, $5,000 . The unobligated balance of the appropriation for expenses of in- quiries and investigations ordered by the Senate, contingent fund of the Senate, for the fiscal year 1937, is reappropriated and made available for the fiscal year 1938 . The unobligated balances of the appropriations for miscellaneous items, exc lusive of l abor, conti ngent fund of the Senat e, for the fiscal years 1936 and 1937, are reappropriated and made available for the fiscal year 1938. UN11'ED STATES C ONS111 U TION SESQUICENTENNIAL COMMISSION The appropriation for the United States Constitution Sesquicen- tennial Commission, contained in the First Deficiency Appropriation Act, fiscal year 1936, shall be available, in addition to the objects of expenditure for which available under existing law, for rent in the District of Columbia, individual photographs, books, periodicals, official cards, newspapers, newspaper clippings, purchase, mainte- nance, repa ir, an d ope ratio n of a moto r-prop elled pass enger- carry ing vehicle, notarial seals, per-diem allowances in lieu of actual expenses of subsistence within and outside the District of Columbia, and in- cludin g pay ment o f obl igati ons fo r the foreg oing purpo ses he retof ore incurred in connection with the work of such Commission .
