fund, to be expended under the direction of the Academic Board (not exceeding $500) ; improvement, repair, and maintenance of buildings and grounds (including roads, walls and fences) ; shooting galleries and ranges ; cooking, heating, and lighting apparatus and fixtures and operation and maintenance thereof ; maintenance of water, sewer, and plumbing systems ; maintenance of and repairs to cadet camp ; fire-extinguishing apparatus ; machinery and tools and repairs of same ; maintenance, repair, and operation of motor-propelled v eh ic le s ; pol icing b uilding s and g rounds ; furnitur e, refrigerators, and lockers for Government-owned buildings at the academy and repair and maintenance thereof ; fuel for heat, light, and power ; and other necessary incidental expenses in the discretion of the superin- tendent ; in all, $1,442,000 : Provided, That not to exceed $3,750 of this amount shall be available to liquidate the indebtedness of cadets separated from the service for any reason during their first year, who at the time of their separation are in debt to the cadet store . NATIONAL GUARD ARMING, EQ UIP PIN G, AND TRAINING THE NATIONAL GUARD For proc urement of forage, be dding, and so forth, for anima ls used by the National Guard, $514,439 . For compensation of help for care of materials, animals, and equip- inent, $2,755,244 . For expenses, camps of instruction, field and supplemental train- ing, and the hire (at a rate not to exceed $1 per diem), repair, mai ntenan ce, and operat ion of motor-p ropelle d passe nger-ca rrying vehicl es, $8,952,290 : Prov ided, That n ot to e xceed $ 25,000 of this appro riation shall be available for the settlement of claims (not exceeding $500) for damages to or loss of private property incident to the operation of camps of instruction, either during the stay of Nat ional Guard u nits in such c amps or while thereto or the refrom en route. For pay of property and disbu rsing offi cers for t he United States, at a rate not less than $2,400 per annum, $128,400 . For general expenses, equipment, and instruction, National Guard, the hire (at a rate not to exceed $1 per die m), repair , maintena nce, and operation of motor-propelled passenger- and non-passenger- carrying vehicles, and the medical and hospital treatment of mem- bers of the National Guard who suffer personal injury or contract dise ase in lin e of duty, and other expenses in connect ion therew ith, including pay and allowances, subsistence, transportation, and burial expenses, as authorized by the Act of June 15, 1936 (49 Stat ., p . 150T),$849 ,126 .
