[Public, No . 215] Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the Secretary of War is hereby authorized, in his discretion and under rules, regulations, and limitations to be prescribed by him, to sell, loan, or give to contractors and private firms which are or may likely be manufacturers or furnishers of supplies and equipment for the use of the War Department or of the Army, under approved production plans, such drawings, manufacturing and other information, and samples of supplies and equipment to be manufactured or furnished, as he may consider will best promote the interests of national defense . [CHAPTER 5261 AN ACT Authorizing The Maine-New Hampshire Interstate Bridge Authority to construct, maintain, and operate a toll bridge across the Piscataqua River at or near Portsmouth, State of New Hampshire . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That in order to promote interstate commerce, improve the postal service, and pro- vide for militar y and ot her purp oses, The Maine-N ew Hamps hire Interstate Bridge Authority (hereinafter referred to as the author- ity is hereby authorized to construct, maintain, and operate a bridge and approaches thereto across the Piscataqua River, from a point at or near Portsmouth, State of New Hampshire, to a point at or near Kittery, State of Maine, suitable to the interests of navigation, in accordance with the provisions of the Act entitled "An Act to regulate the construction of bridges over navigable waters", approved M arch 23, 1906, and subject to the cond itions and li mi- tations contained in this Act . SEC . 2. Th ere is hereby conferred upon the authority all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate and other property needed for the location, construction, maintenance, and operation of such bridge and its ap proaches as a re possessed by railroad corporations for railroad purposes or by bridge corporations for bridge purposes in the State in which such real estate or other property is situated, upon m aking jus t compen sation t herefor, to be as certaine d and paid a ccording to the l aws of s uch State, and th e procee dings therefor shall be the same as in the condemnation or expropriation of property for public purposes in such State . SEC. 3. The aut hority is hereby authorized t o fix and charge tolls for transit over such bridge, and the rates of toll so fixed shall be the legal rates until changed by the Secretary of War under the authority contained in the Act of March 23, 1906 . SEC. 4. In fixing the rates of toll to be charged for the use of such bridge the same shall be so adjusted as to provide a fund sufficient to' pay for the reasonable cost of maintaining, repairing, and oper- ang the bridge and its approaches under economical management, and to p rovide a sink ing fund suff icient to amo rtize the co st of such bridge and its approaches, including reasonable interest and financing cost, as soon as possible, under reasonable charges, but within a period of not to exceed forty-five years from the completion thereof .
