Interchange of ap- propriations . 75TH CONGRESS, 1sT SESSION-CH . 570-AUGUST 9, 1937 Owyhee project, Oregon : For operation and maintenance, $75,000 ; Klamath project, Oregon-California : For operation and mainte- nance, $54,000 : Provided, That revenues received from the lease of marginal lands, Tule Lake division, shall be available for refunds to the lessees in such cases where it becomes necessary to make refunds because of flooding or other reasons within the terms of such leas es ; Y akim a p roje ct, Was hing ton : F or ope ration and m ainte nance, $265,000 : Provided, That not to exceed $25,000 from power revenues shall be available during the fiscal year 1938 for operation and maintenance of the power system ; Riverton project, Wyoming : For operation and maintenance, $40,000 : Provided, That not to exceed $25,000 from the power reve- nues shall be available during the fiscal year 1938 for the operation and maintenance of the commercial system ; Shoshone project, Wyoming : For operation and maintenance, Willwood div ision, $15,00 0 : P rov ide d, That not to exceed $25,000 from power revenues shall be available during the fiscal year 1938 for the oper ation and mai ntenance of t he commercial system ; Secondary and economic investigations : For cooperative and gen- eral inv esti gati ons, inc ludi ng i nves tiga tion s ne cess ary to d eter mine the economic conditions a nd financial feasibility of projects and investigations and other activities relating to the reorganization, settlement of lands, and financial adjustments of existing projects, incl udin g ex amin atio n of soi ls, clas sifi cati on o f la nd, land -set tle- ment activities, including advertising in newspapers and other publi- cations, and obtaining general economic and settlement data $10,000 . together with the unexpended balance of the appropriation for these purposes for the fiscal year 1937 : Provided, That the expenditures from this ap propriation f or any reclam ation project shall be con- sidered as supplementary to the appropriation for that project and shall be accounted for and returned to the reclamation fund as other expen diture s unde r the Recla mation Act : Pro vid ed fur the r, That the expenditure of any sums from this appropriation for investiga- tions of any nature reque sted by State s, municipalit ies, or other interests shall be upon the basis of the State, municipality, or other interest advancing at least 50 per centum of the estimated cost of such investigation ; Operation and maintenance administration : For necessary pay of employees, traveling and other expenses incident to the general administrati on of reclama tion projects , either opera ted and main- tained by the Bureau or transferred to water users' organizations for operation and maintenance, including giving information and advice to settlers on reclamation projects in the selection of lands, equip- ment, and livestock, the preparation of land for irrigation, the selec- tion of crops, methods of irrigation and agricultural practice, and general farm management, the cost of which shall be charged to the general reclamation fund and shall not be charged as a part of the construction or operation and maintenance cost payable by the water users under the projects, $50,000 ; Limitation of expenditures : Under the provisions of this Act no greater sum shall be expended, nor shall the United States be obligated to expend during the fiscal year 1938, on any reclamation project appropriated for herein, an amount in excess of the sum herein appro priated there for, nor shal l the whole ex penditures or obligations incurred for all of such projects for the fiscal year 1938 exceed the whole amount in the reclamation fund for the fiscal year ; Int erchange of a ppropriations : Ten per centum of the foregoing amounts shall be available interchangeably for expenditures on the
