entitl ed "A n Act autho rizin g the Secre tary of Agr icult ure to coll ect 7U.S.C.§§473,474. and publish statistics of the grade and staple length of cotton", approved March 3, 1927, is amended by inserting between sections 3 and 4 thereof the following new sections Classification pro-

"SEC. 3 a . The Secretary of Agriculture, upon request in writing visi ons . from any group of producers organized to promote the improvement of cotton who comply with such regulations as he may prescribe, is authorized and directed to determine and to make promptly avail- able to such producers, the classi fication, i n accordanc e with the offi- cial cotton standards of the United States, of any cotton produced Transportation, by them. Resolved by the Senate and House of Representatives of the United States o f Americ a in Congr ess as sembl ed, That the President of the United States is authorized and directed to issue a proclamation calling upon officials of the Government to display the flag of the United States on all governmental buildings on October 11, 1937, and inviting the people of the United States to observe the day in schools and churches or other suitable places, with appropriate ceremonies in commemoration of the death of General Casimir Pulaski .
