INTERNATIONAL AGREEMENTS OTHER THAN TREATIES Restricted unions. Signatories may adopt resolutions among themselves. ARTICULO 3 Trdnsito libre y gratuito 1. La gratuidad del transito territorial, fluvial y maritimo es absoluta en el territorio de la Uni6n Postal de las Americas y Espafa; en consecuencia, los paises que la integran se obligan a trans- portar a traves de sus territorios y a conducir en los buques de su matricula o bandera que utilicen en el transporte de su propia corres- pondencia, sin cargo ninguno para los paises contratantes, toda la que &stosexpidan con cualquier destino. 2. En los casos de reencamina- miento, los paises contratantes se comprometen a reexpedir la co- rrespondencia por las vias y con- ductos que utilicen para sus pro- pios envios. Asimismo, y en lo que con- cierne a asuntos no previstos en el presente Convenio o en el de la Uni6n Postal Universal, los paises signatarios podran adoptar entre silas resoluciones que estimen pre- cisas, por medio de corresponden- cia, o si fuere necesario, ajustando un Acuerdo especial, de conformi- dad con la autorizaci6n que les confiere el presente articulo o su legislaci6n interna. Free and gratuitous transit 1. The gratuity of territorial, fluvial and maritime transitis abso- lute in the territory of the Postal Union of the Americas and Spain; consequently, the countries which form it obligate themselves to transport across their territories, and to convey by the ships of their registry or flag which they utilize for the transportation of their own correspondence, without any charge whatsoever to the contract- ing countries, all that which the latter send to any destination. 2. In cases of reforwarding, the contracting countries are bound to reforward the correspondence by the ways and means which they utilize for their own dispatches. ARTICLE 4 Articles of correspondence 1. The provisions of this Con- vention will apply to letters, single and reply post cards, prints of all ARTICULO 2 1. The contracting countries, whether on account of their adja- cent location or on account of the intensity of their postal relations, may establish closer unions among themselves, with a view to the re- duction of rates or the introduc- tion of other improvements in any of the services referred to in the present Convention or in the special Agreements concluded by this Congress. 2. Likewise, concerning matters not provided for in the present Convention, or in that of the Uni- versal Postal Union, the signatory countries may adopt among them- selves such resolutions as they deem necessary, through corre- spondence, or, if necessary, by establishing a special Agreement, in accordance with the authoriza- tion conferred upon them by the present Article or their domestic legislation.
