ARTICULO 27 Aplicacion del Convenio Postal Universal y de la legislacion interna 1. Todos los asuntos que se relacionen con el canje de corre- spondencia entre los paises con- tratantes y que no est6n previstos en este Convenio, se sujetaran a las disposiciones del Convenio vigente de la Uni6n Postal Uni- versal y su Reglamento; y lo que a su vez, no est6 consignado en estos iltimos, sera materia de arreglos especiales entre las Ad- ministraciones interesadas. 2. Igualmente, la legislaci6n interior de los dichos paises se aplicara en todo aquello que no haya sido previsto por ambos Convenios. ARTICULO 28 Proposiciones para los Congresos Universales Todos los paises que forman la Uni6n Postal de las Americas y Espafa, se comunicaran, por conducto de la Oficina Interna- cional de Montevideo, las propo- siciones que formulen para los Congresos Postales Universales, con seis meses de anticipaci6n a la fecha en que deban celebrarse. 18, 21, 22, 23, 24, 26, 28, 29, 30 and 31; two-thirds of the votes for Articles 10, 14 and 15; and a simple majority for the rest. ARTICLE 26 Modifications and amendments Modifications or resolutions adopted by the contracting parties, even those of a domestic order which affect the international serv- ice, will become effective four months after the date of the rela- tive notice from the International Office of the Postal Union of the Americas and Spain. ARTICLE 27 Applicationof UniversalPostalCon- vention anddomestic legislation 1. All matters in connection with the exchange of correspond- ence among the contracting coun- tries which are not provided for in this Convention will be subject to the stipulations of the Uni- versal Postal Convention in force and its Regulations; and, in turn, that which is not covered by these last two will form the subject of special agreements between the Administrations concerned. 2. Likewise, the domestic legis- lation of the said countries will apply to everything which has not been provided for in either Con- vention. ARTICLE 28 Propositionsfor Universal Congresses All the countries forming the Postal Union of the Americas and Spain will advise one another, through the intermediary of the International Office at Monte- video, of the propositions which they formulate for Universal Pos- tal Congresses, six months in advance of the date on which they are to be held.
