El dep6sito de las ratifica- ciones se hara en la ciudad de Panama, Repdblica de Panama, en el mas breve plazo posible, procurandose que sea antes de la vigencia del Convenio y Acuerdo a que se refieran; y de cada una de aqu6llas se levantara el Acta respective, cuya copia remitira el Gobierno de la Reptblica de Panama, por la via diplomatica, a los Gobiernos de los demos paises signatarios. 3. Quedan derogadas, a partir de la fecha en que entre en vigor el presente Convenio, las es- tipulaciones del Convenio Postal de las Americas y Espaiia san- cionado en Madrid el 10 de no- viembre de 1931. 4. En el caso de que el Convenio no fuere ratificado por uno o varies de los paises contratantes, no dejara de ser valido para los que lo hayan ratificado. 5. Los Paises Contratantes po- dran ratificar el Convenio y los Acuerdos, provisionalmente, por correspondencia, dando aviso de ello a las Administraciones respec- tivas por medio de la Oficina Inter- nacional, sin perj uicio de que, segin la legislaci6n de cada pais, y previa aprobaci6n de los Congresos Nacio- nales, sea confirmada por la via diplomatica. 1. The present Convention will become effective October 1, 1937, and will remain in force without time-limit, each of the contracting parties reserving the right to with- draw from this Union by means of notice given by its Government to that of the Eastern Republic of Uruguay one year in advance. 2. The deposit of ratifications will be effected in the city of Panama, Republic of Panama, as soon as possible, preferably before the effective date of the Conven- tion and Agreements in question, and the relative certificate will be made up for each of them, a copy of which will be sent by the Gov- ernment of the Republic of Pana- ma, through diplomatic channels, to the Governments of the other signatory countries. 3. The stipulations of the Postal Convention of the Americas and Spain sanctioned at Madrid on November 10, 1931, are abrogated, beginning with the date on which the present Convention enters into force. 4. In case that the Convention is not ratified by one or more of the contracting countries, it will nevertheless be valid for those which have ratified it. 5. The contracting countries may ratify the Convention and Agreements provisionally, by cor- respondence, giving notice thereof to the respective Administrations through the medium of the Inter- national Office, without prejudice to the fact that, according to the legislation of each country, and after approval by the National Congresses, it may be confirmed through diplomatic channels.
