UNITED STATES CONSTITUTION SESQUICENTENNIAL COMMISSION To complete the compilation and publication of a history of the formation, signing, ratification, and establishment of the Constitu- tion, including such historical facts and data as the Commission may deem pertinent relative to the commencement of the First Congress of the United States under the Constitution; the proceedings and ceremonies in connection with the inauguration of George Washing- ton as the first President of the United States under the Constitu- tion; the adoption and ratification of the Bill of Rights, and the first meeting of the Supreme Court of the United States; including therein also a final report of the activities of the Commission during the Nation-wide observance of the one hundred and fiftieth anniversary of the formation ratification, and establishment of the Constitution, fiscal year 1940, $15,000, of which not to exceed $5,000 shall be avail- able exclusively for personal services.
