Application. SEC. 2 . APPLICATION. - All fire, marine, and casualty insurance com- panies now or hereafter incorporated or formed in the District, or authorized to do business in the District, all brokers and all agents and other representatives of such companies, shall, to the extent hereinafter Provio. provided, be subject to this Act: Provided,That this Act shall not affect not afectedbusin. the business of life and title insurance, and shall not affect the right or authority of any solvent company to make contracts of fidelity or surety, and shall not affect a plan under which any person provides pension benefits to his employees. Defnitions. SEC. 3. DEFIirroNs.- In this Act, unless the context otherwise requires- "District." "District" means District of Columbia. "commissioner. "Commissioners" means the Commissioners of the District of Columbia. "Superintendent." "Superintendent" means the Superintendent of Insurance of the Dis- trict of Columbia. "Department." "Department" means the Department of Insurance of the District of Columbia. "ComCompany" ompany" means an insurance, surety, or indemnity company, and shall be deemed to include a corporation, company, partnership, associa- tion, individual, or aggregation of individuals engaging in or proposing or attempting to engage in any kind of insurance, surety, or indemnity business, including the exchanging of reciprocal or interinsurance con- tracts between individuals, partnerships, and corporations. "Person" includes individuals, corporations, associations, exchanges, and partnerships. Personal pronouns. Personal pronouns include all genders; the singular includes the plural and the plural includes the singular. ,Policy., "Policy" means an insurance policy or contract, including contracts of fidelity and surety, and includes any contract wherein one party called the "company", for a consideration, undertakes to pay money or its 1064 [54 STAT.
