54 STAT.] 76TH CONG. , 3 D SESS.-CH. 107-APR . 18, 1940 sonal effects (not to exceed 5,000 pounds in any one case), of officers or employees transferred from one official station to another for per- manent duty: Provided further, That the appropriations for the work of the Public Roads Administration shall be available for necessary expenses (not exceeding $9,000) of attendance at meetings and conferences of highway departments, associations, organizations, and other agencies concerned: Provided further, That not exceeding $15,000 of the appropriations for work of the Public Roads Admin- istration shall be available for the temporary employment, by con- tract or otherwise, of technical consultants and experts without regard to section 3709 of the Revised Statutes, the civil service and classification laws. INTER-AMERICAN HIGHWAY For all necessary expenses to enable the President to utilize the services of the Public Roads Administration in fulfilling the obliga- tions of the United States under the Convention on the Pan-American Highway between the United States and other American Republics, signed at Buenos Aires, December 23, 1936, and proclaimed Septem- ber 16, 1937 (51 Stat. 152), for the continuation of cooperation with several governments, members of the Pan American Union, in con- nection with the survey and construction of the Inter-American Highway as provided in Public Resolution, approved March 4, 1929 (45 Stat. 1697), as amended or supplemented, and for performing engineering service in pan-American countries for and upon the request of any agency or governmental corporation of the United States, $75,000 to be derived from the administrative funds pro- vided under the Act of July 11, 1916, as amended or supplemented (23 U. S . C . 21), or as otherwise provided. FEDERAL-AID SECONDARY OR FEEDER ROADS For secondary or feeder roads, including farm-to-market roads, rural free delivery mail roads, and public-school bus routes, $15,000,000, to be immediately available and to remain available until expended, which sum is the amount authorized to be appropriated for the fiscal year 1940, by section 2 of the Act approved June 8, 1938 (52 Stat. 634). ELIMINATION OF GRADE CROSSINGS For the elimination of hazards to life at railroad grade crossings, including the separation or protection of grades at crossings, the reconstruction of existing railroad grade-crossing structures, and the relocation of highways to eliminate grade crossings, $25,000,000, to be immediately available and to remain available until expended, which sum is composed of $10,000,000, which is the remainder of the amount authorized to be appropriated for the fiscal year 1939 by section 8 of the Act approved June 16, 1936 (49 Stat. 1521), and $15,000,000 authorized to be appropriated for the fiscal year 1940, by section 3 of the Act approved June 8, 1938 (52 Stat. 634).
