Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in addition to those officers who may be serving in the grade of vice admiral by virtue of the provisions of section 18 of the Act of May 22, 1917 (40 Stat. 89; U. S . C ., title 34, sec. 212), naval officers, not to exceed a total of nine at any one time, designated by the President to per- form special or unusual duty, or to command naval units afloat organized for the purpose of performing a special or unusual mis- sion may, within the discretion of the President, have the rank, pay, and all allowances of a vice admiral while so serving. In time of war or national emergency the provisions of this Act shall be applicable only to officers on the active list of the rank or grade of captain and above.
