IN WITNESS WHEREOF, and with the powers hereinbefore stated, the Under Secretary of State of the United States of America and the Ambassador of Mexico, sign and cause their seals to be affixed to this Agreement, made in dupli- cate, in the English and Spanish languages, in the city of Washing- ton, on the first day of April of the year nineteen hundred forty- one. Roosevelt, President of the United States of America, have caused the said Agreement to be made public, to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof.
