Marie Railway, carriers, and certain of their employees represented by the Brotherhood of Railway and Steamship Clerks, Freight Handlers, Express and Station Employes which dispute has not heretofore been adjusted under the provisions of the Railway Labor Act, amended, now threatens substantially to interrupt interstate commerce within the States of Minnesota, Wis- consin and Michigan and on the Great Lakes to a degree such as to deprive that section of the country of essential transportation service; Creation of emer- NOW, THEREFORE, I, FRANKLIN D.
