56 STAT.] 77TH CONG. , 2D SESS.-CHS. 304, 306 , 307-MAY 13, 1942 [CHAPTER 304] AN ACT To establish the composition of the United States Navy, to authorize the con- struction of certain naval vessels, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the author- ized composition of the United States Navy in under-age vessels, as established by the Act of March 27, 1934 (48 Stat. 503), as amended by the Acts of May 17, 1938 (52 Stat. 401), June 14, 1940 (54 Stat. 394), July 19, 1940 (54 Stat. 779), and December 23, 1941 (Public Law 369, Seventy-seventh Congress, first session), is hereby further increased by two hundred thousand tons of combatant ships. SEC. 2 . The President of the United States is hereby authorized to provide the total under-age composition authorized in section 1 of this Act, including replacements thereof as authorized by the Act of March 27, 1934 (48 Stat. 503), by undertaking the construc- tion of combatant ships of such types and tonnages as he determines to be necessary for the successful prosecution of the war. SEC. 3 . There is hereby authorized to be appropriated, out of any money in the Treasury of the United States not otherwise appro- priated, such sums as may be necessary to effectuate the purposes of this Act. [CHAPTER 306] AN ACT To amend subsection (c) of section 1 of Public, Numbered 846, Seventy-fourth Congress (S. 3055), an Act to provide conditions for the purchase of supplies and the making of contracts by the United States, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That subsection (c) of section 1 of an Act entitled Public, Numbered 846, Seventy-fourth Congress (S. 3055), be amended by inserting the following proviso after the end of said subsection (c): "Provided, That the provisions of this subsection shall not apply to any employer who shall have entered into an agreement with his employees pursuant to the provi- sions of paragraphs 1 or 2 of subsection (b) of section 7 of an Act entitled 'Fair Labor Standards Act of 1938' . [CHAPTER 307] AN ACT Authorizing the Administrator of Veterans' Affairs to grant an easement in certain lands of the Veterans' Administration facility, Jefferson Barracks, Missouri, to the State of Missouri for highway purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Adminis- trator of Veterans' Affairs is authorized and directed to grant an easement to the State of Missouri for highway purposes in certain lands of the Veterans' Administration facility, Jefferson Barracks, Missouri, described as follows: A strip of land lying along the westerly boundary of the Veterans' Administration reservation at Jefferson Barracks, Missouri, between the easterly right-of-way line of Koch Road and a line parallel to and twenty-five feet distant in a northeasterly direction from the May 13, 1942 [H.
