The Secretary of War is hereby authorized and directed to ascertain as nearly as can be estimated the amounts of damages result- ing to manufacturers on the Oswego River, by the improvement of the Oswego and Erie Canals by the State of New York in accordance with the project adopted by the River and Harbor Act, approved August 30, 1935.
