"(h) (1) Committee on Expenditures in the Executive De- partments. "(A) Budget and accounting measures, other than appropriations. "(B) Reorganizations in the executive branch of the Government. United Nations Organization and international financial and monetary organizations. "12. Foreign loans. "(j) (1) Committee on House Administration. "(A) Employment of persons by the House, including clerks for Members and committees, and reporters of debates. "(B) Expenditure of the contingent fund of the House.
