SALARIES AND EXPENSES Administration and coordination of extension work: For expenses necessary to administer the provisions of the Smith-Lever Act, approved May 8, 1914 (7 U. S . C . 341-348), and Acts amendatory or supplementary thereto, and to coordinate the extension work of the Department and the several States, Territories, and insular possessions, $885,500, of which not to exceed $681,200 may be expended for personal services in the District of Columbia. AGRICULTURAL RESEARCH ADMINISTRATION OFFICE OF ADMINISTRATOR Salaries and expenses: For necessary expenses of the Office of Administrator, including the salary of the Administrator at $10,330 per annum, and personal services in the District of Columbia, and for the maintenance, operation, and furnishing of facilities and serv- ices at the Agricultural Research Center, $414,400: Provided,That the appropriation current at the time services are rendered may be reim- bursed (by advance credits or reimbursements based on estimated or actual charges) from applicable appropriations, to cover the charges, including handling and other related services, for equipment rentals (including depreciation, maintenance, and repairs) ; for services, sup- plies, equipment and materials furnished, stores of which may be maintained at the Center, and for building construction, alteration, and repair performed by the Center in carrying out the purposes of such applicable appropriations and the applicable appropriations may also be charged their proportionate share of the necessary general expenses of the Center not covered by this appropriation: Provided further, That of the several appropriations of the Agricultural Research Administration, not to exceed $15,000 shall be available for employment pursuant to the second sentence of section 706 (a) of the Organic Act of 1944 (5 U. S . C . 574), as amended by section 15 of the Act of August 2, 1946 (5 U. S . C. 55a): Provided further, That the several appropriations of the Agricultural Research Administration shall be available for the construction, alteration, and repair of build- ings and improvements: Provided, however, That unless otherwise provided, the cost of constructing any one building (excepting head- houses connecting greenhouses) shall not exceed $5,000, the total amount for construction of buildings costing more than $2,500 each shall be within the limits of the estimates submitted and approved therefor, and the cost of altering any one building during the fiscal year shall not exceed $2,500 or 2 per centum of the cost of the building as certified by the Research Administrator, whichever is greater. SPECIAL RESEARCH FUND, DEPARTMENT OF AGRICULTURE For enabling the Secretary to carry into effect the Act approved June 29, 1935, as amended (7 U. S . C . 427, 427b, 427c, 427f, 427i); for administration of the provisions of section 5 of the said Act, and for special research work, including the planning, programming, and coordination of such research, to be conducted by such agencies of the Department as the Secretary may designate or establish, and to which he may make allotments from this fund, including personal services in the District of Columbia; $1,236,000, of which amount $875,200 shall be available for the maintenance and operation of research laboratories and facilities in the major agricultural regions provided for by section 4 of said Act, including not to exceed $9,000 329 38 Stat. 372 .
