2296 TREATIES [63 STAT. PROTOCOL Ante, p. 225. At the time of signing the Treaty of Friendship, Commerce and Navigation between the United States of America and the Italian Republic, the undersigned Plenipotentiaries, duly authorized by their respectivo Governments, have further agreed on the following provisions, which shall be considered as integral parts of said Treaty: Ante, p. 2262. 1. The provisions of paragraph 2 of Article V, providing for the payment of compensation, shall extend to interests held directly or indirectly by nationals, corporations and associations of either High Contracting Parly in prop-erty which is taken within the territories of the other High Contracting Party. 2. Rights and privileges with respect to commercial, manufacturing and processing activities accorded, by the provisions of the Treaty, to privately owned and controlled enterprises.of either High Contracting Party within the territories of the other High Contracting Party shall extend to rights and pri- vileges of an economic nature granted to publicly owned or controlled enterprises of such other High Contracting Party, in situations in which such publicly owned or controlled enteprises operate in fact in competition with privately owned and controlled enterprises. The preceding sentence shall not, however, apply to subsidies granted to publicly owned or controlled enterprises in conne- ction with: (a) manufacturing or processing goods for government use, or supplying goods and services to the government for government use; or (b) sup- plying, at prices substantially below competitive prices, the needs of particular population groups for essential goods and services not otherwise practicably obtainable by such groups. Ante, p. 2282. 3. The concluding sentence of paragraph 1 of Article XVIII shall not be construed as applying to postal services. Ante, p. 2256. 4. The provisions of paragraph 2 (a) of ArticleIshallnotbe construedto extend to the practice of professions the members of which are designated by law as public officials. Ante, p. 2270. 5.
