Contracts entered into in foreign countries involving foreign t countries.n expenditures from any of the appropriations under this title shall not be subject to the provisions of section 3741 of the Revised Statutes (41 U.S.C.22). Termination of SEC. 103. Notwithstanding the provisions of section 6 of the Act employment. of August 24, 1912 (37 Stat. 555), or the provisions of any other law, 5 USC 6 5 2. the Secretary of State may, in his absolute discretion, during the current fiscal year, terminate the employment of any officer or employee of the Department of State or of the Foreign Service of the United States whenever he shall deem such termination necessary or advisable in the interests of the United States. The exchange of funds for payment of expenses in con- funds.c h a n g e o f nection with the operation of diplomatic and consular establishments abroad shall not be subject to the provisions of section 3651 of th-e Revised Statutes (31 U.S.C. 543). SEC. 105. Appropriations under this title available for expenses in Travel e x p e n s e s. connection with travel of personnel outside the continental United States, including travel of dependents and transportation of personal effects, household goods, or automobiles of such personnel, shall be available for such expenses when any part of such travel or transportation begins in the current fiscal year pursuant to travel orders issued in that year, notwithstanding the fact that such travel or transportation may not be completed during the current fiscal year. SEC. 106. Notwithstanding the provisions of section 16a of the Act V e h i c l e s. of August 2, 1946 (5 U.S.C. 78 (a)). Government-owned vehicles 60 Stat. 810. may be used in foreign countries for transportation of United States Government employees from their residence to the office and return when public transportation facilities are unsafe or are not available: Provided, That each Chief of Mission shall have prior authority from the Secretary of State to approve such transportation. SEC. 107. During the current fiscal year and when purchases are made with foreign currencies, the Department of State is authorized to purchase for use abroad any passenger motor vehicle (exclusive of busses, ambulances, and station wagons), at a cost of not to exceed the equivalent of $2,200 for each such vehicle. e u SEC. 108. Appropriations under this title for "Salaries and s eS v ic e sr i t y guard r c. expenses", "International contingencies", and "Missions to international organizations" are available for reimbursement of the General Services Administration for security guard services for protection of confidential files. SEC. 109. The Secretary of State, with the approval of the Bureau of the Budget, shall prescribe the maximum rates (not to exceed $12 per day) of per diem in lieu of subsistence (or of similar allowances therefor) payable while away from their own countries to foreign participants m any exchange of persons program, or in any program of furnishing technical information and assistance, under the juris-
