Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the first sentence of section 1(a) of the Act e n title d " A n Act to readjust postal r a t e s ", a p p r o v e d October 30, 1951 ( P u b l i c Law 233, E i g h t y - s e c o n d C o n g r e s s), is amended by striking out the colon and the following: ^'Provided., That on all single and double p o s t a l c a r d s sold in quantities of fifty or more the r e shall be a n a d d i t i o n a l c h a r g e of 10 p e r c e n t u m ". SEC. 2. The amendment m a d e by t h i s Act to such Act of October 30, 1951, shall t a k e effect on the t e n t h d a y following the date of e n a c t m e n t of t h i s Act. AN ACT To amend section 4 of the Act of May 5, 1870, as amended and codified, entitled "An Act to provide for the creation of corporations in the District of Columbia by general law", and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 4 of the Act of May 5, 1870, as amended and codified, entitled " A n Act to p r o v i d e for the creation of corporations in the District of Columbia by general law " ( D. C. Code, 1940 edition, sec. 2 9 - 2 1 6), be amended to read as follows: " I t shall not be lawful for any corporation, except a c h a r i t a b l e, educational, or religious corporation i n c o r p o r a t e d under the laws of the District of C o l u m b i a or under any Act of Congress, to use its funds to purchase stock in any other corporation. AN ACT To amend Acts relating to fees payable to the clerk of the United States District Court for the District of Columbia, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act of March 3, 1901 (31 Stat. 1363, ch. 854, sec. 1110), and the Act of April 6, 1928 (45 Stat. 410, ch. 3 2 5), otherwise k n o w n as part of section 11-1509 of the Code of Laws of the District of C o l u m b i a, 1940 edition, a r e amended by striking from the m and, the r e by, from section 11-1509 of the Code of Laws of the District of C o l u m b i a the following provisions: " For receiving, k e e p i n g, and d i s b u r s i n g money in p u r s u a n c e of any statute or o r d e r of court, i n c l u d i n g cash bail or bond or securities a u t h o r i z e d by law or o r d e r of court to be deposited in lieu of other security, 1 per c e n t u m of the a m o u n t so received, k e p t, and disbursed, or of the face value of such b o n d s or securities."
