For an additional amount for "Foreign Agricultural Service", including not to exceed $15,000 for representation allowances, $1,400,000, which shall be derived from the "Salaries and expenses" appropriation available to the Department of State: Provided, That transfers shall be made under this authorization in lieu of any similar transfers which may be authorized under the Agricultural Act of 1954 (H. For an additional amount for "Commodity Exchange Authority", $93,000: Provided, That $39,000 of this appropriation shall be effective only upon enactment of legislation which would add "coffee" under the definition of the word "commodities" as defined in section 2(a) of the Commodity Exchange Act, as amended (7 U.S.C. l-17a); $34,000 shall be effective only upon enactment into law of H. AUTHORIZATIONS
