SEC. 2. The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the said Senior Master Sergeant Anderson G Matsler, referred to in the first section of this Act, the sum of any amounts received or withheld from him on account of the overpayments referred to in the first section of this Act. No part of the amount appropriated in this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved November 8, 1965. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the court-appointed guardian of Benjamin A. Ramelb, of Waialua, Oahu, Hawaii, the sum of $50,000 in full settlement of all the claims against the United States of the said Benjamin A. Ramelb arising out of injuries he received when struck by a United States Army truck at Waialua, on July 2, 1944. The said injuries caused damage to the brain resulting in total and permanent disability: Provided, That no part of the amount appropriated in this section in excess of $1,500 shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. SEC. 2. That, additionally, the Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Nicholas Ramelb, father of Benjamin A. Ramelb, fhe sum of $5,000 in full settlement of all his claims against the United States for expenses incurred in providing necessities for his son, Benjamin A. Ramelb, since the said Benjamin A. Ramelb attained his majority. No part of the amount appropriated in this section shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
