ot the ordcr ot precedence in section 4 oi the Federal Employees Qroup Life Insurance Act of 1954, as amended (5 U.S.C. 2093), is amended to read as follows: "First, to the beneficiary or beneficiaries as the employee may have designated by a signed and witnessed writing received prior to death in the employing office or, if insured because of receipt of annuity ^^ ^^ benefits under the Federal Employees' Compensation Act as provided in section 6(b) or 6(c) of this Act, in the Commission. For ijiis purpose, a designation, change, or cancellation of beneficiary in a will or other document not so executed and filed shall have no force or effect;". SEC. 2. The first item of the order of precedence in section 11(c) of the Civil Service Retirement Act, as amended (5 U.S.C. 2261(c)), is amended to read as follows: "First, to the beneficiary or beneficiaries as the employee or Member may have designated by a signed and witnessed writing received in the Commission prior to his death. For this purpose, a designation, change, or cancellation of beneficiary in a will or other document not so executed and filed shall have no force or effect;". Approved March 23, 1966. _ . ,
