in the budget for the fiscal year 1967 for such corporation, including purchase of not to exceed four and hire of passenger motor vehicles, except as hereinafter provided: LIMITATION ON ADMINISTRATIVE AND VOCATIONAL TRAINING EXPENSES, FEDERAL PRISON INDUSTRIES, INCORPORATED

Not to exceed $697,000 of the funds of the corporation shall be available for its administrative expenses, and not to exceed $1,815,000 for the expenses of vocational training of prisoners, both amounts to be available for services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), and to be computed on an accrual basis and to be determined in accordance with the corporation's prescribed accounting system in effect on July 1, 1946, and shall be exclusive of depreciation, payment of claims, expenditures which the said accounting system requires to be capitalized or charged to cost of commodities acquired or produced, including selling and shipping expenses, and expenses in connection with acquisition, construction, operation, maintenance, improvement, protection, or disposition of facilities and other property belonging to the corporation or in which it has an interest. Publicity or propaganda.

Short title.

SEC. 701. No part of any appropriation contained in this Act shall be used for publicity or propaganda purposes not authorized by the Congress. SEC. 702. No part of any appropriation contained in this Act shall be used to administer any program which is funded in whole or in part from foreign currencies or credits for which a specific dollar appropriation therefor has not been made. SEC. 703. No part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein. This Act may be cited as the "Departments of State, Justice, and Commerce, the Judiciary, and related agencies Appropriation Act, 1967". Approved November 8, 1966.

AN ACT To amend the Lsaw Enforcement Assistance Act of 1965, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 9 of the Law Enforcement Assistance Act of 1965 (79 Stat. 828) is amended by deleting the word "two" and by inserting in lieu thereof the word "four". SEC. 2. Section 10 of said Act is amended by striking out all after the semicolon and inserting in lieu thereof "and for the fiscal year ending June 30, 1967, the sum of $15,000,000, and for the fiscal year ending June 30, 1968, the sum of $30,000,000, and for the fiscal years ending June 30, 1969, and June 30, 1970, such sums as the Congress may hereafter authorize.
