Be it enacted by the Senate and House of RepresentcDtiv^es of the United States of America in Congress assembled, That Private Law vessel joun F. 86-203, approved September 21, 1959 (73 Stat. A89), is amended by ^'^'^^' inserting immediately before the period at the end thereof the following: "or by any other citizen of the United States within the meaning of section 2 of the Shipping Act, 1916 (46 U.S.C. 802)". 39 Stat. 729.
