Except as provided by the House Employees Position Classification Act (2 U.S.C. 291 and following) or by any other provision of law to the contrary, salaries or wages paid out of the items herein for the House of Representatives shall oe computed at basic rates, plus increased and additional compensation, as authorized and provided by law.
