For expenses necessary for the Service to carry out the functions vested in it by the Labor-Management Relations Act, 1947 (29 U.S.C. 171-180,182), including expenses of the Labor-Management Panel as provided in section 205 of said Act; expenses of boards of inquiry appointed by the President pursuant to section 206 of said Act; hire of passenger motor vehicles; temporary employment of arbitrators, conciliators, and mediators on labor relations at rates not in excess of $100 per diem; rental of conference rooms in the District of Columbia; and Government-listed telephones in private residences and private apartments for official use in cities where mediators are officially stationed, but no Federal Mediation and Coiiciliation Service office is maintained; $8,412,000. UNITED STATES SOLDIERS' HOME OPI:RATION AND MAINTENANCE

For maintenance and operation of the United States Soldiers' Home, to be paid from the Soldiers' Home permanent fund, $9,149,000: Provided,, That this appropriation shall not be available for the payment of hospitalization of members of the Home in United States Army hosj^itals at rates in excess of those prescribed by the Secretary of the Army, upon the recommendation of the Board of Commissioners of the Home aiui the Surgeon General of the Army. For expenses necessarv to carrv out the provisions of the Fconomic Ol)portuiiity Act of 1964 (Public Linv 88-452, appi-oved August 20, 1^^>4), fvs amended, $1,948,000,000, plus reimbursements: Provided, That this appropriation shall be available for transfers to the economic opportunity loan fund for loans under title III, and amounts '^o transferred shall remain available until expeiuled: Provided further. That this appropriation shall be available for the purchase and hire of passenger motor vehicles, and for construction, alteration, and repair of buildings and other facilities, as authorized by section G02 of the P'couomlc Opportunity Act of 1964, and for purchase of real property for training centers: Provided juriher. That this appropriation shall not be available for contracts under titles I, II, V, VI, j^j^(j VIII extending for more than twenty-four months: Provided, further. That no part of the funds appropriated in this paragraph shall be available for any grant until the Director has determined that the grantee is qualified to administer the funds and programs involvcd lu the pro]josed grant: Provided further. That all grant agreements shall provide that the General Accounting Office shall have access to the records of the grantee which bear exclusively upon the Federal grant: Provided jurther., That these funds shall not be available until enactment into law of authorizing legislation.
