The Panama Canal Company is hereby authorized to make such expenditures within the limits of funds and borrowing authority available to it and in accordance with law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government Corporation Control Act, as amended (31 U.S.C. 849), as may be necessary in carrying out the programs ei Stat. 534. set forth in the budget for the current fiscal ^ear for such corporation, including maintaining and improving facilities of other Government agencies in the Canal Zone for Panama Canal Company use. LIMITATION ON GENERAL A N D ADMINISTRATIVE EXPENSES

Xot to exceed $20,556,000 of the funds available to the Panama Canal Company shall be available during the current fiscal year for general and administrative expenses of the Company, including operation of tourist vessels and guide services, which shall be computed on an accrual basis. Funds available to the Panama Canal Company for operating expenses shall be available for the purchase of not to exceed twenty-six passenger motor vehicles, for replacement only, and for uniforms or allowances therefor as authorized by law (5 U.S.C. 5901-5902).
