"SEC. 3. (a) There is created a District of Columbia Board of Elections (hereafter in this section referred to as the 'Board'), to be composed of three members, no more than two of whom shall be of the same political party, appointed by the Mayor, with the advice and consent of the Council. Members shall be appointed to serve for terms of three years, except of the members first appointed under this Act. One member shall be appointed to serve for a one-year term, one member shall be appointed to serve for a two-year term, and one member shall be appointed to serve for a three-year term, as designated by the Mayor. "(b) Any person appointed to fill a vacancy on the Board shall be appointed only for the unexpired term of the member whose vacancy he is filling. "(c) A member may be reappointed, and, if not reappointed, the member shall serve until his successor has been appointed and qualifies. SEC. 492. (a) The first section of the Act of March 1, 1920 (D.C. Code, sec. 5^12) is amended to read as follows: "That (a) to protect the public health, secure the public safety, and to protect property in the District of Columbia there is created a Zoning Commission for the District of Columbia, which shall consist of the Architect of the Capitol, the Director of the National P a r k Service, and three members appointed by the Mayor, by and with the advice and consent of the Council. Each member appointed by the Mayor shall serve for a term of four years, except of the members first appointed under this section— "(1) one member shall serve for a term of two years, as determined by the Mayor; "(2) one member shall serve for a term of three years, as determined by the Mayor; and "(3) one member shall serve for a term of four years, as determined by the Mayor. "(b) Members of the Zoning Commission appointed by the Mayor shall be entitled to receive compensation as determined by the Mayor, with the approval of a majority of the Council. The remaining members shall serve without additional compensation. "(c) Members of the Zoning Commission appointed by the Mayor may be reappointed. Each member shall serve until his successor has been appointed and qualifies. " (d) The Chairman of the Zoning Commission shall be selected by the members. "(e) The Zoning Commission shall exercise all the powers and perform all the duties with respect to zoning in the District as provided by law.". (b) The Act of June 20, 1938 (D.C. Code, sec. 5-^13, et seq.) is amended as follows: (1) ^j^g f^j.^^ Sentence of section 2 of such Act (D.C. Code, sec. 5-414) is amended by striking out "Such regulations shall be made in accordance with a comprehensive plan and" and inserting in lieu thereof "Zoning maps and regulations, and amendments thereto, shall not be inconsistent with the comprehensive plan for the National Capital, and zoning regulations shall be". (£) Section 5 of such Act (D.C. Code, sec. 5-41Y) is amended to read as follows: "SEC. 5. (a) No zoning regulation or map, or any amendment thereto, may be adopted by the Zoning Commission until the Zoning Commission—"
