For the necessary expenses, in accordance with law, for construction, equipment, and maintenance of rifle r a n g e s; the instruction of citizens in m a r k s m a n s h i p; the promotion of rifle practice; and the travel of rifle teams, military personnel, and individuals attending regional, national, and international competitions; $291,000, of which amount not to exceed $7,500 shall be available for incidental expenses of the National B o a r d; and from other funds provided in this Act, not to exceed $329,000 worth of ammunition may be issued under authority of title 10, United States Code, section 4311. For payment, not otherwise provided for, of claims authorized by law to be paid by the Department of Defense (except for civil functions), including claims for damages arising under t r a i n i n g contracts with carriers, and repayment of amounts determined by the Secretary concerned, or officers designated by him, to have been erroneously collected from military and civilian personnel of the Department of Defense, or from States, territories, or the District of Columbia, or members of the National G u a r d units thereof; $82,500,000. For emergency and extraordinary expenses arising in the Department of Defense, to be expended on the approval or authority of the Secretary^ of Defense, and payments may be made on his certificate of necessity for confidential military purposes; $2,500,000. COURT OF MILITARY APPEALS, D E F E N S E

For salaries and expenses necessary for the United States Court of Military A p p e a l s; $1,239,000.
