For such expenditures as may be necessary to enable the Architect of the Capitol to carry out the duties imposed upon him by the Act approved May 7, 1934 (40 U.S.C. 13a-13b), including improvements, maintenance, repairs, equipment, supplies, materials, and appurtenances; special clothing for workmen; and personal and other services (including temporary labor without reference to the Classification and 5 USC 5101 et Retirement Acts, as amended), and for snow removal by hire of men seq., 8331 et seq. and equipment or under contract without compliance with section 3709 of the Revised Statutes, as amended (41 U.S.C. 5); $1,450,000, of which $66,000 shall remain available until expended: Provided, That section 1 of the Act of May 7, 1934 (40 U.S.C. 13a-13b) is amended by adding thereto the following subsection: " (b) In addition to the foregoing, any funds hereafter appropriated under authority of this Act shall be available also for expenses of heating and air-conditioning refrigeration supplied by the Capitol Power I f di Plant, advancements for which shall be made and deposited in the Treasury to the credit of appropriations hereafter provided for the Capitol Power Plant; and for the purchase of electrical energy: Provided further, That subsection 2 of such Act is amended by striking the words 'the foregoing' and inserting in lieu thereof the words 'section 1(a)'".
