For necessary expenses of the International Development Staflf to coordinate, plan and direct activities involving international development and technical cooperation in the Department of Agriculture, $199,000, and the Staff may utilize advances of funds, or reimburse this appropriation for expenditures made on behalf of Federal agencies, public and private organizations and institutions under agreements executed pursuant to the agricultural food production assistance programs (7 U.S.C 1736) and the educational and cultural exchange programs of the Department of State (22 U.S.C. 2392). For expenses during the current fiscal year, not otherwise recoverable, and unrecovered prior years' costs, including interest thereon, under the Agricultural Trade Development and Assistance Act of - -, 1954, as amended (7 U.S.C. 1701-1715, 1721-1726, 1727-I727f, 1731-1736f), as follows: (1) financing the sale of agricultural commodities for convertible foreign currencies and for dollars on credit terms pursuant to titles I and III of said Act, not more than 7 USC 1701, $840,274,000, of which $339,400,000 is herebv appropriated and the 1727. balance derived from proceeds from sales of foreign currencies and dollar loan repayments on long-term credit sales and carr^yover balances; and (2) commodities supplied in connection with dispositions abroad, pursuant to title II of said Act, not more than $573,006,000, of 7 USC 1721. which $466,500,000 is hereby appropriated and the balance to be derived by financing from the Commodity Credit Corporation or from carryover balances. FOOD AND DRUG ADMINISTRATION SALARIES AND EXPENSES

For necessary expenses, not otherwise provided for, of the Food and .Amn c; SH.^ Drug Administration; for payment of salaries and expenses for services as authorized by 5 U.S.C. 3109, but at rates for individuals not to exceed the per diem rate equivalent to the rate for GS-18; for rental of 5 USC 5332 note, special purpose space in the District of Columbia or elsewhere; for miscellaneous and emergency expenses of enforcement activities, authorized or approved by the Secretary and to be accounted for solely on his certificate, not to exceed $10,000; $295,154,000.

BUILDINGS AND FACILITIES

For construction, repair, improvement, extension, alteration, and purchase of fixed equipment or facilities of or used by the Food and Drug Administration, where not otherwise provided, $10,459,000.
