SEC. 9. There are hereby authorized to be appropriated beginning fiscal year 1981 and for each fiscal year thereafter such sums as may be necessary to carry out the provisions of this Act. EFFECTIVE DATE

SEC. 10. (a) Except as provided in subsection (b), the provisions of this Act shall take effect on— (1) October 1, 1980; or (2) if later, one hundred and twenty days after the date of the enactment of this Act. (b) The provisions of section 3 shall take effect on the date of the enactment of this Act, except the personnel system established by the Comptroller General under that section shall take effect on the effective date established by subsection (a).
