An Act
For the relief of Roy P. Benavidez.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the time limitation contained in section 3744 of title 10, United States Code, with respect to the awarding of certain medals to persons who served as members of the Army shall not apply with respect to the awarding of the Medal of Honor to Master Sergeant Roy P. Benavidez (United States Army retired) (service number 455-02-5039), of El Campo, Texas, for acts of valor performed in the Republic of Vietnam in 1968.

That notwithstand- Kuo-Yao Cheng. ing the provision of section 212(a)(9) of the Immigration and Nationality Act, Kuo-Yao Cheng may be issued a visa and admitted to the 8 USC 1182. United States for permanent residence if he is found to be otherwise admissible under the provisions of that Act: Provided, That this exemption shall apply only to a ground for exclusion of which the Department of State or the Department of Justice had knowledge prior to the enactment of this Act.
