(B) The United States shall pay any remaining amount (after nayment by the dty as provided in subparagraph (A)) out of funds appropriated for the Reserve Forces for fiscal years after fiscal year 1981. (c) The legal description of properties to be conveved under subsections (a) and db) shall oe determined by surveys performed by the city and agreed to by the Secretary. SEC. 916. (a) The Secretary of the Navy (hereinafter in this section referred to as the "Secreta^') is authorized to convey to the dty of San Antonio, Texas (hereinafter in this section referred to as the "city"), all right, title, and interest of the United States in and to the land and improvements comprising the United States Naval and Marine Corps Reserve Center, San Antonio, Texas. Such conveyance shall be made subject to such terms and conditions as the Secretary considers appropriate, but may not be made until a replacement facility for such Reserve Center has been made available to the United States in accordance with subsection (b). (b)(l) In consideration for the conveyance authorized under subsection (a), the city shall make available to the Secretary funds in an amount equal to the fair market value, as determined by the Secretary, of the land and improvements to be conveyed by the Secretary under subsection (a). (2) As a further condition to the conveyance authorized under subsection (a), the city shall pay the cost of relocating all goods and equipment of the Reserve Center from the site of the Reserve Center referred to in subsection (a) to the site of the replacement facility. (c) Funds made available to the Secretary under subsection (b)(l) shall be used by the Secretary for the purchase of land for use as a site for the location of a replacement facility for the Reserve Center to be conveyed under subsection (a) or for the construction, renovation, repair, or improvement of a replacement fadliW for such Reaerve Onter, or for both the purchase of land ana the construction, renovation, repair, or improvement of a replacement facility. (d)(1) If the cost of a replacement facility is more than the fair market value of the existing Reserve Center facility referred to in subsection (a), the Secretary may pay the amount of the ^fiferenoe out of any funds am)ropriated for the acquisition of facilities for the Reserve Forces for fiscal years after fiscal year 1981. (2) If the cost of the replacement facility is less than the fair market value of the existing facility, the city shall pay the amount of the
