EFFECTIVE DATE FOR PROJECT AUTHORIZATIONS SEC. 609. Titles I, II, III, IV, and V of this Act shall take effect on October 1, 1983. TITLE VII—GUARD AND RESERVE FORCES FACILITIES 10 USC 2231 et seq. AUTHORIZATION FOR FACILITIES SEC. 701. There are authorized to be appropriated for fiscal years beginning after September 30, 1983, for the costs of acquisition, architectural and engineering services, and construction of facilities for the Guard and Reserve Forces, and for contributions therefor, under chapter 133 of title 10, United States Code (including the cost of acquisition of land for those facilities), the following amounts: (1) For the Department of the Army— (A) for the Army National Guard of the United States, $66,826,000; and (B) for the Army Reserve, $54,700,000. (2) For the Department of the Navy, for the Naval and Marine Corps Reserves, $28,245,000. (3) For the Department of the Air Force— (A) for the Air National Guard of the United States, $108,620,000; and (B) for the Air Force Reserve, $41,200,000. MODIFICATION OF GUARD AND RESERVE MINOR CONSTRUCTION AUTHORITY Effective date. SEC. 702. Effective on October 1, 1983, section 2233a(a)(l) of title 10, United States Code, is amended by striking out "$200,000" and inserting in lieu thereof "$400,000". TITLE VIII—GENERAL PROVISIONS Validated deficit. MILITARY FAMILY HOUSING LEASING PROGRAM SEC. 801. Section 2828 of title 10, United States Code, is amended by adding at the end thereof the following subsection: "(g)(1) Notwithstanding any other provision of law, the Secretary of a military department may enter into a contract for the lease of family housing units to be constructed on or near a military installa- tion within the United States under the Secretary's jurisdiction at which there is a validated deficit in family housing. Housing units leased under this subsection shall be assigned, without rental charge, as family housing to members of the armed forces who are eligible for assignment to military family housing. A contract under this section shall include a provision that the obligation of the United States to make payments under the contract in any fiscal year is subject to the availability of appropriations for that purpose. "(2) Each contract under paragraph (1) shall be awarded through the use of publicly advertised, competitively bid or competitively
