The amount of contracts for annual contributions, not otherwise provided for, as authorized by section 5 of the United States Housing Act of 1937, as amended (42 U.S.C. 1437c), is increased by $15,000,000: Provided, That such contract authority shall be used for the homeownership assistance program under section 235 of the National Housing Act, as amended (12 U.S.C. 1715z), notwithstanding the provisions of the last two sentences of section 235(h)(1) of the National Housing Act, as amended, and notwithstanding that the foregoing contract authority is not authorized under section 5(c)(1) of the United States Housing Act of 1937, as amended: Provided further, That the budget authority obligated under such contracts shall be increased above amounts heretofore provided in appropriation Acts by $150,000,000: Provided further, That none of the authority provided herein shall be for the homeownership assistance program authorized by section 235(q) of the National Housing Act, as amended. RENTAL HOUSING ASSISTANCE (RESCISSION)

The limitation otherwise applicable to the maximum payments that may be required in any fiscal year by all contracts entered into under section 236 of the National Housing Act (12 U.S.C. 1715z-l), is further reduced in fiscal year 1984 by not more than $21,912,000 in uncommitted balances of authorizations provided for this purpose in appropriation Acts.
